google announces project loon, balloon powered internet access.
A ring of balloons, flying around the globe on the stratospheric winds provide Internet access to the earth below. The system uses balloons, carried by the wind at altitudes twice as high as commercial planes, to beam Internet access to the ground at speeds similar to today’s 3G networks or faster. As a result, balloons could become an option for connecting rural, remote, and underserved areas, and for helping with communications after natural disasters.

From ground? These balloons supposedly floats 2x the altitude of commercial plane i.e. around >60000 feet. Do you think any bullet can make it that high?

India could totally use ...India's city internet is slower than rural areas of the world 😛
 
This is not about fast Internet. This is about basic connectivity. Using 3G style wireless technology.
 
At what altitute do things stop being in a country's aerospace? Also, I thought that we were running short of Helium reserves.
