I suspect it might have been undecided thing. Let's go with the premise and let's decide who the person is if/when required.

I think the same was with Mentalist. So much build up about Red John and it was very apparent that they just needed some random person, it was this person all along.
 
So I started watching this again. Season 1 is really fun. And then I landed on the fandom page for Reddington.

I think at a certain point in time, everyone working on the show forgot who was Raymond Reddington.
 
Indeed it was too good , I left it after Elizabeth died though she was too annoying but I kinda liked her character.
 

I think this was like the red john in mentalist. They just started with a premise and no real idea of who it should and eventually be and kept adding twists and turns and were left with two options , come up with a random nonsensical explanation of who and why the person was , like they did with red john in mentalist or simply not give an answer like blacklist.
