you mean you can access the bar inside apps? i am not sure if this launch provides the same functionality.
 
That's what the description you posted says

Features:
- Launch you favorites apps from anywhere;
- Themes for the side bar;
- Reorder the apps;
- Change side bar density;

'Anywhere' should also mean inside apps, right? I may be wrong though.

I guess he said that because it would be very difficult for them (it's difficult for me on the Galaxy Nexus too) to reach the top right or top left icon depending on the hand in which they are holding the device.
 
loads of apps require you to reach the top left (and right) to interact with it. google+ is a good example. i believe facebook's app is similar. this has been one of the biggest annoyances ever since the sliding menu became popular amongst the web apps.
