bsnl broad band plan ULD1350 low speed

hi Guys im arsha iam from kollam in kerala

im using bsnl broad babd plan500 for 4 years as i was getting high bills for past 4 months
i changed it to plan ULD 1350 and im fettin very poor speed now i talked to exchange guys and and no use

hope you guys can help me (i have read most of the forum about this issue and it didnt help me thats why im posting this thread )

Your attenuation is a bit high, ask the line man to give a clean line without joints or insulated parts.

2 things. Ask them to set increase sync rate to 7999kbps. And set the speed profile for 4mbps.

No you can't. This has to be set at the Exchange DSLAM. Please visit your exchange and see the JTO in charge of Broadband.

Well here. in my excchange i said them about speed caps and sync rates but.. they are only asking me "what is speed cap" what i will do now?
