Premium sms / holiday sms charges

Are vodafone or for that matter any telco still allowed to charge extra for sms on holidays ? I remember recently reading some article saying TRAI has banned it
 
Currently all operators are charging more. (As per your base plan) No SMS packs will be applied on blackout days. Nobody follows TRAI's new policy/notice.

for me Aircel r not charging me SMS charges on blackout days
