Not getting desired speed of connection

I just had a BSNL ULD COMBO 900 Plan installed at my place. Promises upto 4Mbps speed but i am getting only 512kbps from day 1. I am using a Dataone UT300R2U modem. Does anyone know what can i do to fix this? Lodged several complaints with BSNL Chandigarh office but they say that everything is fine from their end.WHERE SHOULD I COMPLAIN ABOUT THIS AND TO WHOM? Is the modem a problem or what? PLEASE HELP
 
Modem stats.
 
Check data rate in modem menu. I should be or above 4 Mbps for you to get 4 Mbps speed. If data rate is less, talk to someone at exchange and ask them to change settings at your port.

bsnl 4 mbps sucks. i just migrated to 2 mbps to 4 mbps and now using D-Link 2730u. but from beginning speed fluctuate from 1 mbps to 3.25 mbps.
bsnl ppl only chek snr . if that is ok they will not act at all.
even 800 kbps cable broadband is better than 4 mbps(fake) bsnl broadband.
