Cheap or Free local calls for a particular number

Hi,Kindly suggest me a plan/network which offers free calls/cheap calls in TamilNadu/Chennai circle. Previously I had Uninor connection which offered 1200 mins U-to-U free for RC 37/38. When that network was scaled down, i opted for Videocon. But again they are also scaling down. Kindly suggest me a plan similar to the above.Thanks
 
Check Tata Docomo or Aircel, they too have lots of free/cheap calls within their network.
 
Tata DoCoMo gives free On-Net calls in Tamilnadu Circle...



Restrictions (if any) : Local On-Net mobile calls 1p/ 6secs. from 6pm to 10pm
Benefit: Unlimited free from 10pm to 6pm
 
what is meant by "On-Net" ?
Calling to phone number of same network. Like Airtel-to-Airtel, Idea-to-Idea.

But for Tata Docomo, you can call to any Tata service like Landline (Indicom) or GSM/CDMA number counts as on-net call.
