using bsnl leased line. not satisfied!!!

i am using bsnl leased line at my home over optical fiber connection speed 1mbps (1:1)
first i am not getting the desired speed and sometimes webpages load slowly.
they gave me 5 static ip address to use staring from 117.***.*.*** with dns (218.248.255.196 , 218.248.255.197)
i am currently using my old TP-Link router and i dont know how to configure it to use all the ip's allotted to me.
i have 3 computers and 4 wifi devices.
also whats the difference in ip's staring from 117.*.*.* and 172.*.*.*
my knowledge is limited in this field and calling bsnl doesn't help much.

The connection quality seems good enough to me. I'll look into your query in a while.

Manually enter the IP addresses and DNS addresses to your network adapter's IPv4 settings on each of your devices. That's it.
 
1:1 over Fiber speeds don't look any different to me, your upload rate is still limited! What's the price you're paying for it?
