Best ISP in Chennai [Taramani area]

I recently relocated to chennai & looking for good ISP in taramani (near tidel park).My requirements include: 1. Installation charges max @ Rs15002. Monthly plan @ Rs 1000 (including all taxes)3. My Downloads will be around 60-70 GB per month4. 2mbps speed till FUP and 1mbps speed after FUP (512kbps after FUP is ok...but 1mbps will be great)5. No torrent restriction/speed reduction6. Good customer care & less downtimesIt will be great if FUP limit is 30-40 GB and prepaid connection.I don't care if it is wired/wireless connection.Please suggest some good ISP options.
