The Hindu, in its news report, mentions http://indiandefence.com as the website which originally hosted a photograph misrepresenting Pakistan's Independence Day celebrations in Andhra Pradesh.
A post on Bharat Rakshak alleges that the website is run by Pakistanis. On Twitter, Defence Forum India posted a screenshot which showed the website being hosted in Pakistan in the past.
They also claim that the website keeps changing its host every month and of being registered to an address in Karachi in Feb-March 2012. According to Defence Forum India, the people behind the website in question are also involved in DDoS attacks on Government of India websites and in forging passports. He claims to have an email from an ex-admin of this website accepting the fact that it is run by Pakistanis.
Now I have no clue about website hosting and how it works, but something appears to be fishy. And will be pretty interesting if the news of Pakistanis running Indian Defence Websites is indeed true!
