2G Excess Data Usage Deduction

First of all data transfer speeds on Tata Docomo 2g internet are erratic. Their data packs billing is manipulated and designed to cause atleast 10-15% loss to the customer.For example, a Rs.69 pack for 2.5 gb actually gives you only something like 2.2gb. why do they have to advertise 2.5 gb ?? they could say 2.2 gb with correct billing and be truthful !I have observed this difference by comparing with metered usage on mobile partner as well as a simultaneously running seperate bandwidth usage meter.Didn't find such excess 2g data usage deductions with other operators.

excess billing issue w.r.t 2g data remains unresolved.

They will say it's a virus or some other shit . According to them Virus's can download more than a 2-3 GB in an hour , which their network can't support .Even if you say you use linux or OS X , they will have background updates to blame on . Believe me no matter how long you bang your head , they are not gonna do anything about it .
