Friend of mine need a new phone, he is coming from Nokia generation.His budget is 13k, but could be a bit less so he wants to know what are the good options in this bracket.Priorities are android or windows OS, music and web browsing, battery backup won't hurt.So yeah, he hates Samsung :tranquillity (2):suggestions?

Windows - Its Nokia 610 @ around 12-13,or if can extend the budget a bit, there is 710 for around 14-15.Android - If you exclude Samsung, there is Sony Xperia Mini/Mini Pro/Walkman - depending upon the type of device (Range 11-14).Ofcourse, there are other options like LG Optimus L5, Motorola Defy XT/Mini.... Or other brands like Spice Horizon (Stellar 5" is coming) , Micromax etc.

Ray doesnt have a slider, xperia pro has. So I believe you should compare Ray with Xperia Mini & not Mini pro.Keeping Slider in mind, I would compare Mini pro & Xperia Pro.Without Slider - Mini, Walkman, Ray, Neo V.Ray seems to have better camera at 8.1 MP, but if that is not the biggest priority. I would suggest Walkman is decent enough which fits the budget. Neo V has a bigger screen at 3.7"Battery-wise & weight also seems a plus in Ray's favour. But for me 4k doesnt justify the difference.
