why do speedtest.net and speedtest.in give different results?

why speedtest.net and speedtest.in give different results for the same ISP? Or am i understanding it incorrectly

speedtest.net results :
Download Speed : 4.34 Mbps
Upload Speed : 0.84 Mbps

speedtest.in results :
Your current bandwidth reading is: 320.50kbps
Expected download rate from our servers: 40.06 KB/sec

Note : Both the results are checked only in a gap of few seconds.

Speedtest.in's server is actually located in Texas, so results from India will always be extremely bad. Speedtest.net has servers located all over the world - in your case you're testing against a server in Delhi.

The geographic difference matters significantly.

From the speedtest.in site: Your bandwidth speed may be affected by the following factors: being located outside of the United States
which seems a bit daft for what appears to be trying to be an India-centric service.
