Must be LED.26" or greater. 32" would be best.Better if full HD.Must have 1x VGA port. 1x HDMI is ok.
 
Have a look at this Akai Model LED32D20 just for 25k a 32" TV. though not full HD.
You may stretch your budget a bit to 30K for a ful HD TV LED32N60
