BSNL Broadband speed issue in Bengalooru

My friend in Bengaluru is getting very slow speeds with BSNL Broadband from past 3 days both in home and office (Rajajinagar & BSK 3 stage). . He tried changing DNS too, but no use. Anyone from Bengaluru facing this issue?

Generally implies that no one is facing the issue. Not sure if its of any use but for the past hour I'd been getting speeds of 10-15 kBps on http downloads, torrents/streaming/browsing/ftp were fine. All is back to normal now.

i have a 1350UL connection. usually i download at a speed of 420 - 450 kbps. no problems for me though.
