you should wait for the new ivy bridge processors.Get core i5 for future proof.Check this site for latest price list http://www.costtocost.in/

Depends on your work though!!But theres no big thread difference between i3 and dual core!!But go for i3 buddy!!..
 
If you use it for basic stuffs, then dual core is more than enough.You can even do gaming with it. I recommend that if you are a novice user. If you use substantial tools/softwares then go with later version like i3,i5,i7.
 
Budget? Current best budget proccy are i3 2100 and Pentium G860..
