Ask the engineers to turn it off... it's something they have to do at their end.
 
Ok just clarify one thing Do I have to go to BSNL's local office for asking them to turn it off ?Or Do I need to mail or call the customer care staff for that ?

To be honest, I don't know... it's BSNL, after all - they probably want everything in writing, in triplicate, signed and notarized.

Customer care may or may not understand what you're talking about.
The local office staff may or may not understand what you're talking about.
Whoever reads your mail may or may not understand what you're talking about.

You may need to try all 3 unless you happen to have some engineer's phone number (who I sincerely *hope* knows what you're talking about).

They control what you've between the exchange and your home i.e., the wires/DP box/line quality/power output/etc. Once they're satisfied from their external line test report that your internet and phone are working fine, according to their standards, they won't pursue your complaint unless they get the push from the higher-ups: AM/DGM/GM.

I don't think any one is going to help me ....🙁
Bsnl peoples are so dumb :\ They don't even know the meaning of latency so I think they will not get what interleaving is :'(

Because it's the first device after your own modem, it's definitely not a cause of routing. The poster I was replying to was seeing decent enough pings within BSNL's network but once it switched over to Tata's network, the lines are running at full capacity so there is congestion and thus big spikes in latency.

As for fixing the problem, I've already mentioned the things you can try:

1. Try getting BSNL to turn off interleaving. It's a setting at their end, not something you can do.
2. The wire from the DP box to the DSLAM may be old and/or in bad condition and/or going to a completely different DSLAM than your friend (and thus giving you a worse connection due to distance), so ask them to replace that wire and/or route it to a closer DSLAM (assuming there is one)...

Although I don't advocate it, #2 may require a little "incentive" on the part of the engineers, otherwise as we know, getting stuff done can be difficult at best... but if this is this case, as I also mentioned, maybe everyone with a BSNL line in your society could/should pitch in to get it done.
 
Thank you very much for your reply ..I am going to try #1 and check whether My ping reduces or not.If it is still same then I will move to another ISP for sure..
 
If u are going for tikona then better ask for a demo at your place. I hope they provide that. No problem.
