Service tax this month?

Will service tax be charged this month be charged at 10.33 or 12.36%. My billing cycle is on the 5th of every month and the service tax hike comes into effect from 1st of April

It will be charged at 12.36% from this month onwards.

Got my credit card bill today and its mentioned clearly that the service tax will be charged at 12.36%

They have charged it at 12% despite most of the month falling under the 10% service tax regime. Isnt that illegal?
