Apple pretty much block third party payments through the apps offered through their own app store.
google i do not think has a similar policy. they are just offering a method to offer subscriptions. i assume that services that charge independently are already able to do so. like hulu plus and Spotify.

this functionality i guess helps those consumers who do not have a credit card to pay for apps but use carrier billing. overall, it simplifies the payments for both developer and end user. developers of course have alternatives already available.
