Please confirm which plan and the process ? Seems you know which string to pull.

The 4mbps 175gb one. Requested plan change via udaan, rep came home, gave him letter. Took 2-3 days. Else, keep harassing them with low speed complaints. As a last resort, you could file a complaint at the government's public grievance portal.

what is udaan? and what letter you gave him ? I have already complained numerous time about the speed, raise grievance requests 4 times, wrote mails to nodal officers but no solution. I have stopped trying now.

udaan.bsnl.co.inLetter requesting change of plan, addressed to the Accounts Officer.You can try the following -change your plan to ul 1350 with 4mbit, then after a month, get it changed to ul 2100 again, and see how it goes.
