Space Shuttle exhaust is actually water!

Can same technology be used for artificial rain...though it cost a lot right now...but may be in future when we colonize in some other planet?

china actually used artificial rain technology to clear the smog in the cities where olympic events were to happen.

well space shuttle exhaust is not all water, the solid rocket boosters to the left and right of the main tank actually generate various exhaust products that are dissolved in the water vapour, infact one of the byproducts is hydrochloric acid which damages the surrounding environment !
