Cheapest Prepaid Plan

Tell me the cheapest prepaid plan in Delhi Circle with even less than 1p/sec to all networks except MTNL.

I am not from Delhi circle, but for my Tata Docomo, after doing some special recharge I get 1p/2sec to any mobile/landline. And there is also another recharge with which I get 1p/6sec to any Tata number. Similar plans should be available. Check Aircel as well.
 
Like Reliance is offering 1.20Rs / 3 min for all calls.Like this is there any other company offering cheap prepaid plan?
