all weapons program go through large number of failures. and they seem to have fixed the issues with their missiles. so problem is magnified now because you can no longer mock the failures knowing that they are getting close to fully functional missiles that could target japan, south korea and the likes.
4 failures and 7 success is bad rate.
Unless its like first 4 were failure and then 7 success in a row. Then that wud be scary!
While NK may be a threat. But every country does need to have missile capability,
