MTNL Download Speed heavy fluctuation

This has been going on for the past 4 days now. I'm located in Bombay and using the Triband DSL 999 1Mbps UL plan. Since last few days, the download speed had been fluctuating heavily for my Fileserve and Filesonic premium download via IDM. Browing works perfectly. Speedtest shows proper speed being allotted. It goes upto 198KBps and then suddenly drops to 60Kbps-70KBps. It's really annoying and I have never faced this issue before. What could be the issue?
 
hw are ur torrents working any big fluctuations there in heavy seeded ones ?
 
Gosh! I wouldn't know, since it's been almost 3 years since I stopped using torrent entirely, more like banished it. 😛But I usually download videos from Game Trailers website and that seems to download properly. I noticed this fluctuation since last Saturday, when it wasn't able to get full 2Mbps speeds on Saturday (was on 888 UL plan then). I thought it would be a temporary issue and would go away. But even on Sunday I had the same issue. Shifted to 1Mbps 999 UL plan, same issue. 🙁
