reserving bandwidth for surfing

Hello, I am using windows7 starter with edge dialup connection. I use to surf internet and make torrent downloads at the same time, so, my surfing speed gets affected. Is there any utility, so that it automatically allocate the total bandwidth for my browser at the moment I am surfing and take it back to torrent client after I am done with surfing?

torrent itself have download speed limiter my friend 🙂 use that

But I dont want to limit torrent speed, i.e. it should utilise full bandwidth unless bandwithd is required for surfing, to say more clearly: I should be able to proiritise google chrome and make use of total bandwidth only when it is required for surfing, for rest of the time torrent should utilise the whole.
