Why dosent my Belkin modem router talk to anyone?

First let me give the statistics. In the past 1.5 years, I Have called and spoken to the Belkin Customer Care at least 50 times, however, till date I have not been able to connect to the internet using the so called modem router from Belkin.
Model : The model no is F7D2401 v1 and it’s a modem router.
Problem: Not able to connect to internet, no matter how many times I change settings, update firmwire, the amber light keeps blinking. The belkin guys suggested that I get the thing replaced, which I did, a year back, but still I couldn’t get even the replaced piece to work. But, this was in Mumbai, where I had a TATA INDICOM connection. That’s when Belkin guys said, there must be a problem with Tata Indicom. But, now I have moved to Bangalore and got a BSNL connection recently, STILL this replaced router will not work!!
BSNL guys didn’t give much detail, other than the user name in the following format
Tt80xxxxxxxx@bsnl.in
Password as password, and VPI/VCI as 0/35, encapsulation as LLC and MTU 1492
It doesn’t work… the upstream and downstream values show as 0, and the amber lights keep blinking.
Any body can help me with this, or I write off Belkin products forever?
 
(1)Assuming you can access the router's menu pages,

Select PPPoE .
This is important :VPI/VCI as 0/35, encapsulation as LLC
Change the MTU value to say 1454. or even 1400.


(2) Try LAn mode only and connect to Internet.
