Power supply or motherboard problem?

My pc is not starting up. When I press the start switch, the power led just switches on for a second, the fan over the cpu rotates for a second, and then everything goes dead. After that, pressing the start switch produces no reaction, until I unplug the power cord from the socket and plug it back in. I have tried installing a new bios battery, and also removed & reinserted ram.I'm assuming this is either a power supply or motherboard problem. But, my iPod touch is getting charged via the usb slot in the pc. So I'm confused...Could anyone confirm/advise what the problem could be? Thanks in advance.

Power button may be having problem. If you are expert, try removing POWER jumper and try starting on the machine by manually SHORTING the power jumper pins.WARNING: EXPERT ONLY.

Could be Ram problem , if you have two sticks try with one stick and also remove the battery for a few minutes so that cmos is cleared and bios is reset.

Thx for your replies guys..I'll try some of the solutions which you suggested, and also on the link provided by @Saurav@Amish I'm not a hardware expert, but my cousin is, but she can come over only by Saturday. Guess I'll have to wait till then...@xyz2000 I tried starting it up even without putting in the cmos/bios battery. Still gives the same result, cpu fan spins for a second. Could that tell you something about the problem?Btw, I also had the power cord tested, it's working fine.

You have to leave battery out for at least 10-15 min for it to reset, this usually happens due to Ram or corrupted bios.

Sorry for not updating earlier. It was a Power supply/SMPS problem. Attached a new one and it started working.
