How to configure MTNL Voice Mail

I dialed 9869099990 or 222. But the automated response is "Your number is not listed."How do we configure that? CC was clueless as always. 😕
 
and what are the charges?
 
@sanke1 - may be because u ported into MTNL network and their voice mail services still depend preset number series.
