After a long time, government is feeling less growth as compared to expectation. So, TRAI has issued new expected NBP(national broadband plan) in country's internet development. As per below article, central government and USO fund will finance this project.

We can use these all developed technology by 2014 whereas all other might be moved on 1gbps but this is just minimum speed(10MBPS down and 5MBPS uplink) which should be sold to customers as per TRAI new NBP implemented by 2012. The private players could deliver more than 10mbps like reliance wants to give 50-100mbps/user from its infotel LTE project.

I know but telecoms companies are not developing wired infrastructure. Right now, they are busy in 3g, LTE and wimax.
Right now, I heard fiber development from BSNL(costly), Hayai(yet not started) and akash fiber optics(installed in jaipur and other areas). No other company has planned for it.
