Do i require a 3G supported mobile phone for acessing BSNL 3g only on PC

1) i would like to acess bsnl 3g only on pc not on cellphone so is it possible to use a 3G USB stick in which we can just insert the 3g enabled sim and plug it to the pc without having to connect the phone as a modem2) can we download a video using 2G/edge supported handsets
 
1. I guess BSNL has such device which uses 3G network with need of mobile handset to directly accessing internet through USB plug-in.2. Yes ofcourse, provided speed is better, and connectivity is not lost in between.
