Does MTNL provide Free roaming in meerut ?

Hi,I have heard that Mtnl provides Free roaming in NCR region.Meerut is a bit far off. but does this Free roaming apply there also.like If i take MTNL Delhi SIM in meerut, will i get Free incoming calls ?
 
No free roaming in meerut.NCR region is only Gurgaon,Ghaziabad,Noida,Gr. Noida, And some area of Haryana like Bahudargarh.In Meerut BSNL network is used by MTNL SIM.NO FREE ROAMING...............
