Norms violated to get 3G licenses: Petition - The Times of India

Delhi High Court sought a reply from the central government on a petition alleging that some telecom operators gained a back-door entry into the 3G arena, causing a loss of around Rs.20,000 crore to the exchequer.

Ofcourse, currently this does not seem to be scam by Government employees! This seem to be scam by operators via illegal entries to un-licensed area!

The petitioner alleged that the telecom operators entered into a criminal conspiracy to cheat the government and defraud it of huge revenue.

But question is, do ministers know this? Did they deliberately ignore the violation (if any)

"The DOT is keeping silent on the violations of licence conditions and on loss of more than Rs.20,000 crore to the national exchequer. Despite the representations, no response was received from the DoT and the TRAI,"

Why DoT and TRAI are silent (if petitionar is to be believed). Why cant they atleast respond stating that there is no violation of terms.

It said that DoT, TRAI and ministries of Home and Finance knew of the violations but failed to curb them, causing huge losses to the exchequer as well as posed a security risk for the nation.

OMG !!! DOT will be in huge trouble now. These 3 operators had done some mastermind things and tricked the 3G License.


“The roaming arrangement is not spectrum sharing because the equipment and network belong to the operator which owns the spectrum. It would have been a case of spectrum sharing had operators put their own equipment and network on someone else's spectrum,” said an industry analyst.

I had read a similar article earlier.The main player behind this was BSNL IIRC, since they have a pan India licence, but because of the increased competiton due to these agreements, werent able to use it

Government-owned Bharat Sanchar Nigam Ltd. (BSNL) has also vehemently opposed the roaming agreements between the three operators since it kills its own business interests. BSNL is the only operator to have 3G spectrum in the entire country except in the metro cities of Delhi and Mumbai. However, it can collaborate with the other Government-owned operator Mahanagar Telephone Nigam Ltd. (MTNL) to offer 3G in these two cities. :WTF?? They can do it but not pvt operators?
Effectively, this means that if the 3G roaming deals are not approved of, BSNL would become the only operator in a position to offer pan-India 3G services making it extremely difficult for private operators. (See India's 3G Auction Ends, Raises $14.6B.)

Absolutely correct . Cancellation will create mess, instead TRAI must take undertaking from all operators that they will use the spectrum sharing purely for roaming rather than activation of new numbers.

If it is a roaming arrangement and not spectrum sharing, then the private operators should not be allowed to issue new connections in states where they don't have spectrum.

This is what TRAI and DOT is saying, but God knows wt the hell is in agreement that these 3 operators have not only started activating numbers on sharing spectrum but even challenged TRAI legally too .

Whats more if you are suppose a customer of airtel Delhi and is roaming in Haryana where airtel do not have license for 3G but has a pact with idea do not get 3g because for roaming customers 3g is not provided in state where they did not have license. WTF they want customer to pay 3g rates on 2g roaming and give local customer 3g

You didn't get the govt points bro. TRAI and DOT had no issue in roaming , but these arsehole companies had started activating new numbers and selling to customers where they don't have license.
