how can i control my hub connected with 2 pc and a modem?

hello to alli hav 8 port 10 mbps ethernet hub connected with 2pc's and a modem(airtel 699 plan). the question is how can someone control the traffic coming from another pc ? or at least some how limit it.:wall:because my brother keep downloading movies & stuff and i am not getting any bandwidth even for browsing 😡plz help me.😕
