Assigning of dynamic IPs

Since our IP is dynamic, it keeps changing all the time. (at least with BSNL it does, I don't know if other ISPs in India provide static IPs). Suppose you come to know the IP of a person living in another city, are there are chances that the person will have a similar IP in later days as well. For eg. if his IP was 59.95.122.134 one week ago, would the ISP assign him with something like 59.95.122.105 or something a week later? Or is the IP assigned totally randomly all over the country, and there is no city-wise division?
 
Dynamic IP's keep changing. The possibilities of getting the same IP over and over again are very very rare. Only the last 2 parts will change. like this 59.95.*.*
 
IPs are i believe based on regions. since india is huge, IPs are distributed as per localized regions... for example, in gurgaon here i usually get IPs which can be traced to Airtel's Delhi backbone...

Very true. In case of BSNL Pune NIB2, all IPs are 117.195.X.X 🙂
