2MBPS unlimited plan? Is bsnl broadband going to introduce this ?

BSNL has the Home Plan UL 750 which gives bandwidth of 256 kbps....but is it going to introduce similar plan which will have 2mbps constant bandwidth for unlimited download ?also it has introduce fair usage policy.....what is the exact limit for the fair usage policy ?
 
2Mbps till 10GB, 256kbps unlimited beyond that. costs Rs.1100 (including 500 free calls).
 
There is a 2mbps UL plan for Rs 1499 but after 25GB data transfer, the speed decreases to 256kbps.
