Are u using any kind of authentication? Then use plain authentication. Use wizard, fill in username, password and pop server. Leaving rest as default.I havent tried thunderbird...but I use Yahoo's external POP account option. And all my mails come straight in yahoo. So in Yahoo I have just mentioned abover 3 things.
 
I am using plain authentication. No SSL no TLS
 
Try manual telnet

telnet pop.mtnl.net.in 110
user USERNAMEHERE
pass PASSWORDHERE

This shud actually look like this
[nnnn@localhost ~]$ telnet pop.mtnl.net.in 110

+OK pop.mtnl.net.in POP3 service (iPlanet Messaging Server 5.2 Patch 2 (built Jul 14 2004))
user nnnnnnnn
+OK Name is a valid mailbox
pass xxxx
+OK Maildrop ready
quit
+OK


if u can login ("+OK Maildrop ready" response) that means something is wrong in thunderbird setting.

sometimes those anti-viruses also run POP-PROXY in background.. so temporarily try disabling antivirus and check.

Yes, i have tried it and i get these in return

User username
+Ok Name is a valid mailbox

pass password
+OK Maildrop is ready

"Use secure authentication" shud not be unchecked.As per reply message, MTNL seems to be using outdated POP server Built in Jul 2004, so may be it doesnt support "secure authentication"
