Dear friends,

Friday, 4th January 2019, was listed for 'Private Resolutions' but the Rafale matter kept the Lok Sabha engaged till evening. After the Rafale debate, most MPs left the Lok Sabha. The Speaker declared that Private Resolutions would be shifted to the following Tuesday and that Bills would be taken up. In the next hour and a half the Lok Sabha passed three Bills, including the Aadhaar Amendment Bill, with very little debate and scrutiny. Later, on 8th January 2019, the DNA Bill was passed in the Lok Sabha with no amendments despite concerns raised and despite there being requests for it to be referred to a Standing Committee.

There is a good chance that these bills might now be taken up in the Rajya Sabha during the forthcoming budget session in a similar manner, lost amidst the din of the budget and other possible pre-election announcements in Parliament. There are several problems with both these bills (as the attached letter will indicate). We request your URGENT endorsement to the letter attached with this mail, where we have communicated our concerns and demands.
