tbh, they had a few months to prepare this. didn't they?

True, but I don't think the guidelines were easy to implement. Esp in 3-4 months. Why would anyone want the job of a compliance officer when you know your ass is on the line and you will be the one getting dragged to courts or police stations? lol

the other option is to get out of the country. which i guess would eventually become the only remaining option for these companies.

I would say not the best option as thousands or even lakhs of people will loose jobs then. Although the insane amount of cheap labor they get from India would be lost.
