It would be fun - if after all these changes... in 2019 elections - BJP loses and all power of Aadhar data and snooping and surveillance goes in hand of another party (most likely Congress).

And then fun will begin. Congress would have everything on platter.
 
This one is very likely to be challenged in Supreme Court. It's very vaguely worded which means it is designed to be misused.

What is exactly designed to be used (useful or designed rightly) in India by Indian Govt?
