How is the FTTH laying process by LCO done for BSNL fibre?

Can someone explain how is the Fibre laid by the LCOs.
Who is responsible for connecting the fibre wire to the terminal?
Is LCO responsible only for laying overhead cable from terminal to home? Or do they have to do the entire connection process?
 
I believe the LCO does the entire process.
 
They will do the entire process even choosing number of choice during demand note generation. The fiber is of many cores and they connected 1 core through their OLT device to the ONT device provided at home.
