Although fast.com is Netflix service as far as I know it doesn't use same servers as the actual Netflix Delivery. So your fast.com results might totally be confusing and not relevant to the actual Netflix content delivery.
Excitel is connected to Netflix in 2 locations, through Internet Exchanges 1) in Delhi and 2) in Mumbai
Both paths are OK and there are no any issues noted last few days as well. Usually the Netflix experience should be same for all users in Excitel not dependent on LCO if we assume the last mile is generally OK.
