One clarification is that this limit is only applicable to commercial usage. For deciding this they only look for the numbers which make call X new numbers daily and if person make more calls than their network normalised value, then they check call sample of that number (they can record your call for this purpose) after verifying they impose above limit.

“Commercial usage for this plan is defined as outgoing voice usage of 300 minutes per day or 1200 minutes for 7 days or 3,000 minutes per month (28 days), whichever is earlier. Calling to 100 unique MSIDNs in a rolling 7 day period will also constitute commercial usage,” it adds.

Many telemarketing companies use these unlimited plans to circumvent the DND. That’s why, such FUP are placed, when these telemarketing companies start misusing these plans.
