BSNL can't get pre-FUP speeds

I'm using Bsnl 500 plan which gives me 2MBPS till 10gb and after that 1MBPS but as per Happy Browsing Offer all bsnl users gets Pre-FUP speeds even after FUP but i'm not able to get that speed. I've tried different devices but the result is same. When i speedtest the Speed jumps to 2MBPS at start but slowly it comes down to 1.1-1.3MBPS. I'm using D-Link DSL 2750U with default DSL settings and my xdsl settings are as follows

I've tried contacting bsnl there was some problem in the exchange but it has resolved but still i'm facing the same problem. WHat should i do i've filled a grievance as well anyother thing i need to do
 
There's nothing you can do other than bother the customer service guys. You're not the only one to face this issue. It's been reported by many others including myself. BSNL has lowered the expectations of their customers by such an enormous factor with their ineptitude and customer dissatisfaction that now most of us don't even bother to raise our voice or expect them to do something to resolve our issues. We are like "at least the broadband is working" lol. For some of us, we have no choice other than BSNL because of our geographical constraints.
