usually the best offers section would contain the better offers available on the given number. but sometimes they don't update the best offers section with the latest offers, then you may find better offers in the other sections which are applicable for all users

also they have stopped showing all the offers available to all users in a given circle in the app. you can get that list @ India's leading provider of Prepaid & Postpaid Mobile Services in India - Airtel.in but even that list is a mess as they don't revoke old offers with worse benefits
