I can confirm that at least in Bangalore - they are 'not' counting UPLOADS as promised.
I uploaded about 250GB+ of content to test this 2-3 days ago and Logged out/Login several times but this count still does not show up.
The portal only shows some 40GB odd usage out of 350GB - this should be around the kind of number i expected from my recent usage.
