How secure is data with bank? I have seen peons having access to everything at banks.

banks are likely to be safer than rogue agencies. if i can get my aadhaar done at my local bank branch, i would prefer it over going to an unknown entity. my dad went to the ADC office which seems to be the official outlet to get aadhaar. no payments were made and it was all pretty straightforward. but that place is pretty far off and traffic and parking situation is terrible.

"The total enrollments or updation that can happen in a branch are 40 to 50 a day. We have said it could be a little lower or higher, but they need to bring it to at least 16 per branch per day to start with," Unique Identification Authority of India (UIDAI), CEO, Ajay Bhushan Pandey told PTI recently.
