I was shocked to know that if a person uses win 98 and no firewall, then anyone can get a file (even modify it 😵) from his hard drive. Anyway, as for the question, try using a P2P client like an IRC chat client ... they are supposed to connect the users directly to each other, but I dunno how far that is true.
The answer is yes. I have tried it and it works. It's a great way of playing network games like pool between two computers on the same segment without being connected to the Internet. (both of you need to have the same gateway address I think)
Also, if you are going through a cable operator instead of direct from a Wireless MDU, I don't know how the network segments are configured.
One of the disadvantages of this system is viruses within the LAN segment. They will spread from PC to PC even if your computer is on without being connected to the Internet.
