In2Cable / Bhima Net Speed Issue

I am using Bhima Net service in my Town which has a backbone of In2Cable broadband, currently on the Unlimited 1mbps (128KB/s) plan. The speed I used to get was incredible, it was like I was on a 10mbps plan. For some websites the Download speed went to 10 MB/s (Yes that's 10MBPS = 10,000 KB/s). They offered Google Peering + Btcache. Torrents downloaded at a blazing 900+ KB/s. But since 2nd or 3rd Jan 2017, they have removed the Google Peering part and now I am back at getting 101-110 KB/s max.

Is anyone else who's using this net experiencing any problems? Also, I had called them up and they said that TRAI has put restriction on the Excess bandwidth & the Google Peering server is down. I don't know if that's true. But any insight on this will be helpful.
