Getting 4bmps /w 16mbps 80GB Plan

I was told by Airtel that the maximum feasible speed in my building is 4mbps, but I have received speeds up to 5mbps. I contacted FusuionNet (Another ISP in my area) and they said they can provide 8mbps.

According to Airtel, the exchange is ~1.5km away from my place. Something, just doesn't feel right.

P.S. Is there any 4mbps or 8mbps 80gb plan?

Airtel does not charge differently for different speeds these days AFAIK. And they have no reasons to lie about speed feasibility. You would get unreliable connectivity if they set your line speed higher than optimal.
 
My friend's speed got reduced from 16mbps to 8mbps and it took him about a week to get it back to 16mbps. I had my reason to doubt.

So does this mean all I can do is wait? 4mbps is killing me. Airtel Engineer who came for installation told me that there is some problem internally throughout the sector. There are 3 more societies in my sector, two of them being just adjacent to our society. Is there any way to get them to put fibre in my neighborhood? And what are VDSL plans?
