Paytm wallet+upi could possibly be larger than any other player. I use Paytm specifically for wallet.
 
Eventually it is going to happen. Many shopkeepers in my area have anyways stopped Paytm or PhonePe due to commissions charged by these companies.
 
looks like they are also considering adding a charge for debit card payments lol. what a bunch of idiots.

maybe they can first take care of banks that are already charging for upi usage on their platform.

At present, only debit from UPI lite balance shall be permitted and all credits to UPI lite (including refunds, etc.) will be processed online in the user’s bank account.

Seems to be a wallet system, so a fixed amount is already debited from your bank. Likely, even though there is no internet connectivity, it must need to SIM to register, so maybe it engages carrier for update?
 
Debit cards are completely offline at customer's side. Seems like the technology already exists. Not sure if they allow both parties to be offline 🤔
